Advocacy Update

Current budget negotiations include a one-year suspension of the Cal-LEARN Program, and defunding of the Community Challenge Grant program. Also at stake is the First 5 Program, which helps to fund AFLP and other vital child development programs. Finally, there is a bill introduced in the Assembly that would hinder the delivery of comprehensive sex education, disallow students from leaving campus for confidential appointments, and prohibit testing or surveys on certain topics.
  
It's critical to educate legislators and community members about these cuts, and how they will hurt California youth. You can find letter templates, resources and more here to help you draft your talking points and materials. DON'T GIVE UP! Until the budget is signed, there's is a chance we can make a difference! Reach out to the legislators in your district to identify  champions for these vital youth programs. You should also reach out to the Governor and members of your community, including parents, youth, and community leaders who support our cause. Contact your legislators ASAP in their district offices, and again in Sacramento! If you identify a legislator who is willing to champion our cause, please forward that information to tnca@teennowcalifornia.org as soon as possible!
  
We have made contacts with members of the Women's Caucus, and encourage you to look on the member list to see if any of them are from your district. If so, please contact them to educate them about why these programs are important, using our talking points and fact sheets. We will be creating materials you can use (letters, talking points, petitions and so on) and posting them here. Please watch these pages in the next hours and days to find resources you can use to stop these cuts from being made. We need to mobilize ALL our members and supporters to make our voices heard!

Don't be shy! Call, fax, and e-mail your legislators in addition to sending letters!

We're still supporting efforts to exempt the Cal-SAFE program from Categorical Flexibility. Because of the high graduation rates of program participants, we want to ensure that schools cannot take money intended for Cal-SAFE to use on other programs.

We also need to continue to watch the Federal budget to protect the Teen Pregnancy Prevention funds, Title X Family Planning funds, MCAH funds, and funding for Planned Parenthood. See our past newsletters for information on those efforts.

AFLP Data

AB 1348

Assembly Member Allan Mansoor introduced a bill that will seriously endanger adolescent health in California. We urge you to inform yourself about the bill and to make your opinions known ASAP. Letters should be sent TODAY. The ACLU created a template letter you can use to draft your own,

What AB 1348 would change:

  • Sections 2 and 3 would prohibit students from ever leaving campus without parental consent significantly impacting a student's ability to leave campus for confidential appointments.

  • Section 4 would prohibit school districts from allowing any mental health screening or testing on school campuses without parental consent greatly restricting the ability to provide 'minor consent' mental health services.

  • Section 5 would further prohibit anonymous surveys that include questions about gender and sexual orientation without parental consent (e.g. CA Healthy Kids Survey). 

  • Section 6 rewrites the law for parental consent for comprehensive sex and HIV/AIDS education.
